Fulton County Continuum of Care 2023 Point In Time Count January 23 Through January 27, 2023

The Fulton County Department of Community Development, Homeless Division (DCD), as the collaborative applicant for the GA-502 Fulton County Continuum of Care (COC), reannounces the annual Point In Time Count (PITC), effective January 23, 2023 through January 27, 2023.

The U.S. Department of Housing and Urban Development (HUD), which requires Continuums of Care to conduct Point In Time counts as a means of determining federal funding to address homelessness, encourages an annual count. The count data creates a "snapshot" of the scope and scale of homelessness, which provides policymakers and funders with critical information on 
the number and demographic characteristics of homeless citizens.
 
The Fulton County Continuum of Care (CoC) is designed to promote Fulton County’s cities’ (excluding Atlanta) community-wide commitment to ending homelessness; provide funding for 
nonprofits and local governments to quickly rehouse homeless individuals and families; promote access to mainstream programs for homeless individuals and families; and optimize 
self-sufficiency among individuals and families experiencing homelessness. The Atlanta CoC is independent from Fulton County’s CoC and exclusively supports work in Atlanta. 

Recognizing that participants may have ongoing concerns regarding COVID-19, Fulton County has made several design changes to the PIT count to limit COVID-19 transmission, including:
• Moving deployment sites outdoors
• Moving training sessions online
• Encouraging all volunteers to sign up as a “safety bubble” of two to three people and arrive at the deployment sites together to minimize cross-group interactions
• Encouraging volunteers to use masks
• Encouraging all volunteers to be vaccinated
• Moving the count from one day to multiple days while limiting night counts

The Fulton County Department of Community Development, Homeless Division, will host a 
community event on Wednesday, January 25 from 10 a.m. to 3 p.m. at the North Fulton Service 
Center, 7741 Roswell Road NE, Atlanta, GA 30350 and South Fulton Service Center, 5600 
Stonewall Tell Road, College Park, GA 30349. Housing Assessors and community partners will be on site to administer the Point In Time survey, provide assessments for services, jobs/training, health care, library services, and affordable housing resources.
